We offer a suite of consultancy services designed to support Developers from the inception of a project through to its successful completion and ongoing management. Our services include but are not limited to:

Planning and Design Consultation

Assisting from a Property Management perspective with the initial planning and design of the development.

Providing insights based on extensive experience in managing similar developments.

Advising on the optimal placement of facilities and amenities to enhance functionality, maintenance, management, and appeal.

Recommending effective and efficient security systems tailored to the specific needs of the development.

Assist with identifying and wording relevant disclaimers / signage for the development, etc.

Initial Levy Budget Preparation

Compiling detailed & accurate initial levy and maintenance reserve budgets.

Assisting with rolling out the future budgets, projecting a breakeven point in the development.

Assisting the appointed Managing Agent with minimizing the Developer’s monthly

Developer contributions by providing close management and oversight of budgets

to ensure financial efficiency and accountability, effectively managing the need to

call on an approved Developer contribution.

Ensuring financial planning aligns with the longterm sustainability of the

development to avoid major levy increases upon the Developer’s exit.

Conducting proper market research to ensure the levy budget aligns with the specific area and offering.

Assist with the compilation of a Maintenance Repair & Replacement Plan. The Managing Agent greatly relies on the Developer when compiling the initial plan. By drawing up this plan during the development process will give the Developer a clear indication whether the proposed 15% contribution towards this plan is efficient.

Association Rules

Creating comprehensive Association Rules that promote harmony and effective management within the development.

Ensuring rules are clear, enforceable, and in compliance with CSOS and STMA. (if applicable)

Insurance

Leveraging extensive experience and excellent relationships in the industry to assist in sourcing insurance for the development once the Association is formed.

Ensuring that the Association is sufficiently insured to protect the development and its stakeholders.

Statutory Compliance

Handling all interactions, registrations & compliance requirements with CSOS (Community Schemes Ombud Service).

Ensuring that the development adheres to all relevant legislation and best practices.

Managing CSOS cases during the development phase on behalf of the Association ensuring that the Developer’s interests are represented and that cases are handled efficiently.

Compilation of a POPI Manual for the Association.

Assisting with Initial Service Provider Appointments

Assisting with the initial appointment of Service Providers as required.

Reviewing Service Level Agreements (SLAs) to ensure clear expectations and quality service delivery.

Overseeing the setup and initial performance of Service Providers prior to the Inaugural General Meeting (IGM).

Managing Agent Identification and Oversight

Assist with identifying the appropriate Managing Agent to appoint. Elgaru’s services will remain on offer.

Ensuring the Managing Agent is compliant in all aspects.

Overseeing the services of the appointed Managing Agent during the development phase.

Review the Managing Agent’s financial reporting.

Ensuring the Managing Agent’s services align with the Developer’s expectations.

Estate Management

Sourcing and training the Estate Manager for the development, hereby reducing the possibility of appointing the wrong fit for the position.

Implementing processes and procedures to ensure efficient estate management.

Assist with setting up standard forms (i.e. pet application / domestic application etc.), unique to the Developer, in order to establish one standard throughout all the developments.

Training the Estate Manager how to manage the Service Providers effectively and maintain high standards of service delivery.

Assist with compiling the initial KPI’s for the Service Providers.

Handover Assistance to Owners

Assisting with the handover process to owners when phases are completed.

Drafting the handover documents / pack for the owners.

Training the estate management team on how to conduct the handovers effectively.

Liaising with agents and Transfer Attorneys to ensure a smooth and co-ordinated process.

Aligning and overseeing the entire handover process to ensure a positive experience for the owners.

Inaugural General Meeting Assistance

Assisting the Developer with hosting the Inaugural General Meeting, (bearing in mind this is the Developer’s meeting, not the Association or appointed Managing Agent’s meeting).

Providing guidance and support to ensure the meeting is conducted smoothly and all requirements are met.

Handling the preparation and distribution of necessary documentation for the meeting.

Chairing the meeting on behalf of the Developer and facilitating the election of committee members.

Drafting of the Minutes for the meeting and obtain approval thereof to be handed over to the appointed Managing Agent.

Professional Trustee Representation

Acting as a professional Trustee representing the Developer in the Association.

Ensuring the Developer’s interests are safeguarded throughout the development and transition phases.

Manage the relationship between the Managing Agent, Owners, Association and the Developer.

With comprehensive knowledge of regulations and legal requirements, we can expertly guide the Developer through various situations.

Having a professional member on board can enhance the Developer’s reputation by demonstrating a commitment to high standards and professional management, making future projects more attractive to buyers and investors.

Assistance with Developer Snags

Facilitating the process between the owner and the Developer for addressing

snags.

Utilising a system, such as a Google Form (in the absence of an application),

to  collect and categorise snags reported by owners.

Determining whether reported snags are the responsibility of the

Developer, owner,

or Association based on extensive knowledge and expertise in this regard.

Co-ordinating with the Developer’s “snagging team” to address and

resolve Developer-related issues efficiently.

Streamlining the process to reduce frustration and ensure timely resolution
of issues. This will greatly enhance the Developer’s post-handover reputation,

encouraging repeat buyers and fostering long-term trust.

Easing the frustration for the Managing Agent and workload for the

Development Manager by facilitating this process.

Additional Tasks

Regular site visits and progress reports to keep you informed and engaged.

Mediation and conflict resolution services between owners and the Developer.

Training and support for Association Trustees and management teams.
